It's hard...Sadly, a common sight around the world. It's hard for me to decide what is the right thing to do when passing such unfortunate people. When I was in Philadelphia a couple of years ago, the bus shelters throughout the city center had advertisements asking the public not to give money to panhandlers because it promotes addiction and alcohol abuse. The ads referred to social services available for the homeless.
