Sadly, a common sight around the world. It's hard for me to decide what is the right thing to do when passing such unfortunate people. When I was in Philadelphia a couple of years ago, the bus shelters throughout the city center had advertisements asking the public not to give money to panhandlers because it promotes addiction and alcohol abuse. The ads referred to social services available for the homeless. I don't know how realistic that is and I'm still ambivalent about the problem.

I agree with Strangetastes. It's often difficult to know what is the right thing to do. It is humiliating to beg (experience) so if someone asks me I always try to give something (even if just a smile) to acknowledge their humaness.
